The FTC's complaint stemmed from the company's claims that it provides access to all of the Internet's content and is equivalent to a computer in surfing the Web.
The FTC found the WebTV service, in fact, provides limited access to Internet content. Some of the content the FTC said is unavailable to WebTV users includes files created using popular data formats or programming languages, such as news stories provided in certain "streaming video" formats.
WebTV has agreed to initiate a consumer education program that will include advertisements in Newsweek, Good Housekeeping and Modern Maturity.
